Rule 43
Electoral Representative

(1) A candidate for an election held in accordance with the first-to-be-elected election system may appoint an election representative to do the work on his behalf in the election.
(2) In the election held according to the proportional election system, the party may appoint one election representative in each constituency to do the work on its behalf in the commission.
(3) According to sub-rules (1) and (2), a person should have the following qualifications to be an election representative-
(a) Citizens of Nepal,
(b) having completed the age of twenty-one years,
(c) In the case of the election representative appointed by the party for the work to be done in the commission in the election held according to the proportional election system, the name is included in the last voter list of any rural municipality or municipality of the respective province and for the work to be done in each constituency, the name is included in the last voter list of any rural village or municipal ward of the relevant constituency. containing,
(d) In the case of the election representative appointed by the candidate in the election held according to the first-to-be-elected election system, whose name is included in the last voter list of any rural municipality or municipal ward of the relevant electoral area,
(e) To read simple articles,
(f) Not disqualified under section 13 of the Act,
(g) Not disqualified by other prevailing laws.
(4) The work, duties and rights of the election representative shall be as follows:-
(a) Representing candidates or parties in voting, counting or other election-related activities,
(b) To stamp as a candidate or party representative on the bill to be prepared during voting, counting of votes or other election-related work,
(c) To assist in conducting elections in a clean, fair and free manner.
(5) In accordance with sub-rule (1) the information that the candidate has appointed an election representative to the concerned election officer and in accordance with sub-rule (2) the partyThe information that the representative has been appointed should be given to the commission.
(6) According to sub-rule (5), the election officer as per rule 13 shall send the information sent by the election representative to the election officer of the respective constituencies.
(7) The election officer shall give the identity card as prescribed by the commission to the election representative.
